A very ambitious 2024 reform, in a context of housing crisis
This reform requires time and flexibility for all those involved in the renovation to make it their own.
Transitional arrangements have been proposed by the government to support the renovation dynamic:
- by facilitating access to RGE qualification to increase the capacity of construction companies to meet demand and reduce construction site launch times;
- by extending until December 31 the possibility of benefiting from MaPrimeRénov' to install a carbon-free heating system, regardless of the label of your home;
- by reopening the possibility of carrying out single-handed work (heating, insulation, ventilation);
- by removing until December 31, 2024 the obligation to provide a DPE to benefit from MaPrimeRénov' as part of a renovation by gesture.
These developments will allow households to follow the renovation path of their choice:
- a guided route for large-scale renovations, the terms of which are not changed,
- an unaccompanied route for renovations by gestures.
To enable quality renovations, support for households is essential. The legislator has also made it obligatory within the framework of the Climate and Resilience law. Many players have invested in this new market and the momentum is strong: to date, 440 structures have been approved, which means we have more than 3.000 Rénov' Supporters throughout the country. Many other structures are in the process of obtaining this approval in the coming weeks and which will make it possible to achieve the objective of more than 4.000 guides by the end of the second quarter.
The application of all of these measures will be done in compliance with the Agency's budgetary trajectory, which will be linked to take into account the savings measures decided by the government.
Improve the solvency of landlords to meet the challenges of the Climate and Resilience law
Renovating the rental stock is a major challenge, to provide decent housing for tenants and to eradicate the 1,8 million thermal sieves on the rental market.
The Climate and Resilience law puts in place a gradual ban on the rental of thermal strainers, according to the following schedule:
- to accommodation classified G+ on January 1, 2023
- to housing classified G as of January 1, 2025
- to housing classified F on January 1, 2028
- to housing classified E on January 1, 2034
In accordance with the commitments made by Anah at the start of the year, landlord owners with modest and very modest incomes will be able to benefit from MaPrimeRénov' Supported Journey from July 1, 2024 under the same conditions as owner-occupiers.
Furthermore, on the occasion of this Board of Directors, a first "vacancy relief" (in the amount of €5.000) was created, the aim of which is to fight against the vacancy of housing in the territories rural areas, to encourage an increase in the stock of quality rental housing and to fight against the artificialization of land through the rehabilitation of built heritage.
France Rénov', continues its territorial deployment
A new territorial pact is proposed to local authorities to continue co-financing France Rénov', following the SARE program which ends on 31.12.2024/XNUMX/XNUMX.
The Board of Directors of Anah adopted two draft agreements with the regions of one party, and with the departments and/or intermunicipalities of the other party, in order to ensure the continuity of public service and improve the territorial coverage, in partnership with local authorities.
