State public land establishments are essential players in housing production. They allow local authorities and developers to acquire the land necessary for the production of housing. They support them in particular in the recycling of wastelands, the revitalization of old centers and the requalification of degraded co-ownerships.
Guillaume Kasbarian has set the following five priorities:
- Accelerate the provision of land necessary for the production of housing. The Minister set the objective of 17.000 housing units on the land which will be transferred by the EPF to the communities in 2024;
- Accelerate the acquisition of new land to prepare projects for the years 2025 to 2027: the Minister has set the objective of €1 billion in acquisitions in 2024, corresponding to a production of around 25.000 housing units for the following years; public land establishments will mobilize their resources and expertise in particular to support the 22 territories committed to housing;
- Continue to support the industrial and economic dynamics of our territories. Public land establishments will be particularly mobilized in favor of reindustrialization, particularly in the 50 “turnkey sites” announced by MTECT and MEFSIN on April 17 and the first 74 winners of the commercial zone transformation program present on the site. entire national territory announced on March 29 by the Ministry responsible for Housing and the Ministry responsible for Business, Tourism and Consumption.
- Reconcile the relaunch of housing production with the country's ecological transition: the Minister asked establishments to support communities in the implementation of the trajectory of land sobriety, the preservation and restoration of natural and agricultural spaces, as well as the management of natural risks such as the retreat of the coastline.
- Amplify their actions to fight against substandard housing: the Minister asked establishments to take advantage of the advances offered by the law relating to degraded co-ownerships carried by the Government and promulgated by the President of the Republic on April 9.
In order to quickly implement all of these priorities, the Minister asked each establishment to present the breakdown of these objectives before the summer.

I therefore ask them to release from 2024 the land necessary for the production of 17.000 housing units and to initiate acquisitions of new land to the tune of €1 billion to increase housing production in the following years. I also know that I can count on the action of the EPF and that of local authorities to contribute to the reindustrialization effort, to the reduction of land artificialization and to the fight against substandard housing. »
