After the abandonment of the energy programming bill, the green gas sector in the building sector deplores a disappointing, incomprehensible and risky renunciation

While the “Energy-Climate” law passed in November 2019 requires legislating every 5 years on the country's major programmatic objectives in terms of energy transition, the Government has officially renounced it for yet another public consultation and adoption. of the PPE by decree, depriving parliamentarians of the opportunity to debate it.

A subject as crucial as France's energy future deserves a debate before the national representation and the expression of strong ambitions which cannot be restricted to decisions taken by regulation within ministerial cabinets.

The bill from MP Julie Laernoes, debated in the National Assembly in March this year, showed that compromise paths were possible between the majority and oppositions, with a sincere and shared desire for a text to be quickly adopted.

Coénove calls on the Government to reconsider its decision to make the PPE a major legislative event and not a simple decree which risks putting many new energy development sectors at risk.

“Dodging the parliamentary debate on the future Multi-year Energy Program (PPE) is both disappointing, incomprehensible and risky:

Disappointing because it is an about-face compared to the commitments made so far. By abandoning the energy programming bill, the Government is “sticking up a rabbit” to parliamentarians and is making a regrettable turnaround.
Incomprehensible because it is contrary to the will of the legislator who had clearly wanted, in the energy-climate law of November 2019, that Parliament re-discuss and legislate every 5 years on the country's energy roadmap.
Risky because a PPE built “outside the law” will weaken its own legal bases, will create the conditions for possible appeals and will generate numerous uncertainties for project leaders in all energy sectors.

Bypassing Parliament will in no way accelerate the development of new energies and risks creating an unstable legal framework.

Only an assertive debate and a “solid law” will make it possible to remove the obstacles to the rapid deployment of all the projects necessary for the decarbonization of the country. »
