The Action heart of the city plan has kept its commitments with 5 billion euros mobilized in five years

Developed in consultation with elected officials and economic players in the territories from 2017, the Action heart of the city program meets a dual ambition: to improve the living conditions of the inhabitants of medium-sized towns and to reinforce the driving role of these towns in the development of the territory.

For this, five billion euros have been committed on a national scale over five years thanks to the cooperation of the State, local elected officials (through the association of elected officials Villes de France) and partners funders (Action Logement, Banque des Territoires, National Housing Agency), in order to facilitate the work of local authorities, encourage housing and urban planning stakeholders to reinvest in city centers or even encourage the establishment of activities in the heart of town.

Less than five years later, the five billion euros have already been mobilized and the results are concrete and numerous. For example, 6.500 actions have been undertaken, 79.000 housing units have been renovated, and there is also a 15% increase in attendance in the cities benefiting from Action Coeur de Ville in 2021 compared to 2018.

On October 7, Minister Caroline Cayeux brought together the funding partners – one year after the President of the Republic confirmed the continuation of the program until 2026 – in order to prepare the second phase of the programme. The main orientations will be specified in the coming weeks.

This plan illustrates the method and the vision that the Government wishes to accentuate during this second five-year term: that of an accompanying State and not a prescriber, to allow each local authority to develop its own projects. Action heart of the city II will allow us to continue this revitalization, this time by integrating the strategic axes of the station districts and the entrances to the city in the approach. It will also be a question of emphasizing the ecological transition, the common thread of the five-year term of the President of the Republic, in order to support elected officials in their approaches to land sobriety, green mobility and thermal renovation.
