The 11 FEDENE proposals
One of the essential levers of this revival will be the development of energy and circular economy projects with a double objective:
- restart the economy and jobs on the one hand,
- decarbonize our energy consumption on the other hand.
FEDENE's proposals would make it possible to launch projects intended for the recovery policy within a very short timeframe. They are based on concerted promotion procedures and commercial initiatives in the fields of renewable heat and recovery and that of energy savings and energy renovation. Supported by actors in the sector, and supported by public decision-makers, they aim to bring about projects, which are self-supporting financially, more quickly with adapted and optimized public support.
Heating and cooling networks: concrete steps taken by the National Syndicate of Urban Heating and Urban Air Conditioning (SNCU)
- Sheet 1: Stimulate the development of virtuous systems by facilitating connections and extensions within the concession area, in particular through the adaptation of support systems and the generalization of merit order
- Sheet 2: Invest in existing virtuous systems to boost green heat deliveries
- Sheet 3: Accelerate the creation of new networks in medium-sized cities (more than 10.000 inhabitants) by proposing a systematic analysis of potentials leading to deployment plans, a proactive promotion approach and a "Global Engineering Pack".
- Sheet 4: Invest to develop sustainable urban centers through cold networks, in particular by creating cold loops from large existing installations and expanding the Heat Fund to renewable cold projects.
- Sheet 5: Capturing and pooling the sources of lost energy, in particular industrial heat, to economically power industrial networks and platforms
Energy renovation of buildings: strong steps to promote the massification of energy saving operations, and real guarantees provided by the National Union of Climate Operation and Maintenance (SNEC)
- Sheet 6: Launch a “Réno –Copro” approach to mass technical renovations on the basis of EPCs adapted to collective heating condominiums.
- Sheet 7: Initiate a massive energy renovation action guaranteed by a childcare center to achieve the objectives of the tertiary decree, in particular by strengthening the EWC system and by proposing a simplified childcare center contract model.
- Sheet 8: Launch a profitable national energy savings plan for communities by encouraging the use of an intracting device secured by a childcare center.
- Sheet 9: Support the tertiary sectors affected by the health crisis: Aid plan for energy renovation in the sectors marked by the crisis (health, hotel / catering).
- Sheet 10: Engage in decarbonization of the industry by encouraging the reduction of energy consumption and the use of renewable and recuperative heat through, in particular, the opening of sites subject to EU-ETS of less than 50 MWth for standard EEC operations and the creation of '' a Guarantee Fund.
Facility Management: a customer-service oriented approach led by the Professional Syndicate of Multiservice Real Estate and Facilities Management Companies (SYPEMI):
- Sheet 11: Promote integrated and performance-oriented services to contribute to the efficiency and competitiveness of support functions for the public and private sectors, in particular through the establishment of a Facilities Management Observatory.
