The national strategy for reducing energy consumption and greenhouse gas emissions in the tertiary sector outlines an ambitious roadmap with the objective of gradually reducing energy consumption in buildings for tertiary use in 40% in 2030, 50% in 2040 and 60% in 2050.
It is in this context that Bpifrance has developed the new “Diag Perf'Immo” which fits logically into its strategy in favor of the environmental transformation of the economy. One of the main axes of its Climate Plan launched in 2020 aims to consolidate the transition of companies and has the ambition to support the transition of 20.000 companies between 2022 and 2025. The toolbox created by the Public Investment Bank allows to offer each company the most appropriate solutions.
The "Diag Perf'Immo", resulting from this toolbox, responds to the intensification of regulatory pressure on companies that run the risk of a disorderly transition. It is aimed at companies that own (or finance lessees) buildings, with private tertiary[1] activities located in France (tourism, commerce, health, logistics, services, etc.) and which are planning an energy renovation of these buildings. this.
Diag Perf'Immo will allow companies to:
- assess the energy performance of their building(s).
- to define quantified energy renovation scenarios.
- to register a trajectory in accordance with the objectives of the tertiary decree.
For Guillaume Mortelier, Executive Director in charge of Support at Bpifrance: “After Diag Eco-Flux, Diag Décarbon'Action and Diag Ecoconception, Diag Perf'Immo completes the continuum of Bpifrance's consulting services in favor of companies' environmental transition. They must take up this issue now to achieve the energy consumption reduction targets set by the tertiary decree and avoid depreciation of real estate assets that do not comply with these new standards. This is why we support them in this process, which is sometimes complex, which will ultimately enable them to better control their energy consumption and promote the energy efficiency and sobriety of their buildings. »
Thanks to the intervention of an expert appointed by Bpifrance, the 3 months of support planned for this mission will have the following objectives:
- Collect and analyze existing key information: plans and description of the construction methods of the building, technical equipment, occupation, energy consumption data, etc.
- Make on-site observations and carry out additional measurements if necessary.
- Establish an energy balance based on the data collected.
- Define energy performance objectives in accordance with the requirements of the tertiary decree.
- Develop quantified scenarios for reducing energy consumption to achieve these objectives.
- Help to make a declaration on the OPERAT platform if necessary.
A study of work financing solutions may be requested from a Bpifrance expert in order to facilitate the implementation of the proposed recommendations.
In addition, Diag Perf'Immo has been designed in line with the ADEME "Booster Entreprises Eco-Energie Tertiary" system, which companies will be able to benefit from after the diagnosis and according to their region of origin, to facilitate the implementation of the works. This system, currently limited to 4 regions (Brittany, Occitanie, Auvergne-Rhône-Alpes and Corsica) indeed supports the engineering for carrying out the works by offering support for a project management or AMO mission. for an Energy Performance Contract (EPC).
