The debate on the integration of APL in the future universal activity income (RUA) is still not settled, according to the statement of a representative of the Ministry of Housing heard on Tuesday, March 30, 2021 by the fact-finding mission of the Senate on "the fight against precarization and impoverishment". The Federation of DPOs asks the government, like many others, to abandon this project of integrating APLs into the RUA.
The current project of RUA is to associate the RSA, each of which recognizes that the rate of non-recourse is of the order of 30%, with the employment bonus which has a low rate of non-recourse and the APL who do not know. The result is that at a constant envelope, as has been specified, it is the APLs that risk financing the RUA.
However, this housing aid is recognized by the Court of Auditors as the most redistributive social aid.
If the National Federation of Public Housing Offices is in favor of a universal income, it reiterates its firm opposition to the integration of APL in such an income.
In March 2020, the Federation of DPOs published the 3rd and last act of its forum " APL: chronicle of a planned breakage? ". Through this latest episode titled "A new blow to the APL with the RUA?", The Federation was already calling out the government on the risks of integrating the APL into the RUA.
