RE2020: 17 organizations request a profound modification of the draft text

The government is preparing to adopt a new environmental regulation for new construction (RE 2020) which excludes a large number of energies, mainly in favor of electric heating solutions. The consequence of this arbitration, effective from 2021 for individual housing and from 2024 for collective housing, will be that the least efficient electrical solutions, those using the Joule effect, could continue.

Indeed, the exclusion of a large number of energy from this version of RE2020 in favor of electricity is based on a questionable assessment of the CO² content of electricity for heating, artificially lowered by 210 CO² / kWh at 79 g CO² / kWh.

The objective of decarbonizing heating and reducing primary energy consumption is unanimously shared by all stakeholders but this must be done within the framework of a consumption mix between all energies in order to allow the resilience of the energy system. French.

Currently, energy resources from biomass (waste and biogas) are excluded from RE2020 because the text does not differentiate between fossil carbon and biogenic carbon.

Why exclude renewable energies produced locally and which are based on French and European industrial know-how?

The decisions endorsed in RE2020 will also have other consequences such as:

• the increase in energy poverty (6,8 million households already affected), because the price of electricity will increase to cover future costs linked to the increase in production capacities but also to the strengthening of the distribution network;
• the increased risks associated with the heat-sensitive tip.
