The rehabilitation of low-cost housing, which is largely absent from the agreement between Action Logement and the government

Action Logement and the government, in reaction to the crisis, have agreed to redeploy resources from the Voluntary Investment Plan of the former, for the benefit of working-class neighborhoods by supplementing the ANRU budget with 1,4 billion euros. This plan also plans to increase construction aid and provide better financial support for some of the young people and employees.

The Federation and the Public Housing Offices welcome these advances, which will effectively make it possible to amplify urban renewal and to support some of the populations in difficulty by the crisis. On the other hand, the Federation doubts that the number of approvals can reach 125.000 in 2021 and as many in 2022 when it has barely touched 88.000 in 2020 (against more than 120.000 in 2016).

Rehabilitation, especially thermal, largely absent from the announcements

The big absence of these announcements is the rehabilitation, in particular thermal, of HLM housing, while the bill will soon be debated in Parliament. "Climate and resilience". The National Federation of Public Housing Offices deplores this all the more since rehabilitation is a major lever for rapid economic recovery in all territories, benefiting local businesses.

The current health crisis underlines the importance for residents of being able to live in comfortable accommodation, adapted to the size of families while consuming less energy. The FOPH thus regrets that there was no agreement between the government and Action Logement to mobilize funds dedicated to rehabilitations, in particular thermal.

Subsidy needs to accelerate rehabilitation

In June 2020, a federal survey, shared with FOPH partners, quantified the additional needs of DPOs in grants to accelerate the rehabilitation and restructuring of their heritage. A subsidy of € 6.000 per dwelling would, over the period 2021-2025, increase the number of rehabilitated dwellings by around 120.000.

According to Marcel Rogemont, President of the National Federation of Public Housing Offices:“To achieve carbon neutrality for HLM housing step by step, we need to be more ambitious. If France Relance will help finance 40.000 large-scale rehabilitations, we are proposing to go faster, by mobilizing 5 million per year in subsidies for 140 years for a total amount of work estimated at nearly 3 billion.
