The government wants to double the rate of production of intermediate housing

Ministers Christophe Béchu (Ecological Transition) and Guillaume Kasbarian (Housing) signed a “Pact for intermediate housing” with the major players in this form of housing: the Caisse des Dépôts, Action Logement and the Social Union for habitat.

Since Emmanuel Macron came to power, the executive has strongly pushed for intermediate rental housing (LLI), intended primarily for the middle classes and private sector employees who have difficulty finding housing in large cities but earn too much to benefit from social housing.

Rents in LLI are limited to amounts approximately 15 to 20% cheaper than those on the market. In return, investors who produce them benefit from tax incentives.

The pact signed on Wednesday plans to increase the creation of LLI “progressively from 15.000 housing units to 30.000 housing units annually, or around 75.000 housing units in three years”.

“These objectives will be achieved without altering the production and programming of social rental housing,” promise the signatories.

Landlords will be encouraged to create housing resulting from major renovation projects, allowing them to improve their energy performance.

The government also attaches to the pact a series of measures already taken or to come aimed at facilitating the production of LLI.

The use of LLI will thus be extended geographically, via a zoning reform delimiting tense areas, or the possibility of using it around certain industrial sites.

Managed residences (students, seniors, etc.) will also be able to use the formula.

The government is also considering authorizing social landlords to hold more LLIs, by increasing the maximum share of their portfolio that they can dedicate to them from 10 to 20%.

The executive also claims to be considering a “short-term furnished residence dedicated to seasonal or temporary workers” system.
