Financing the transition in construction: an effort to continue to reach the 2030 objective

First of all, it is about keeping the Livret A rate at 3% until the beginning of 2025, a necessary break after a continuous rise for almost 18 months. This essential visibility will allow social housing organizations to plan their operations more serenely, both in terms of production and renovation.

It is then, as the FFB had proposed, the possibility given to individuals to release their PEL in advance, without penalty, to finance energy renovation work.

With the same objective of mobilizing private savings in favor of ecological transition, the FFB supports the amendment to the “Green Industry” bill, tabled by MP Thibault BAZIN. It aims to direct a small part of funds from life insurance and retirement savings plans towards the construction and restructuring of “green housing”. These dwellings, which would have technical characteristics superior to the RE2020, would make it possible to meet needs, particularly in a context of reindustrialisation.

The FFB also calls for increased mobilization of life insurance and retirement savings in the service of the construction/restoration of "green housing" to enable the response to needs, in particular in connection with the "green reindustrialisation" of territories. »
