Divisible housing, financial guarantees: Greater Paris wants to relaunch construction

The Ile-de-France public establishment, which claims “7 to 10% of housing production” in the region, promised that this battery of measures would make it possible to reduce the cost price of housing by 6,75%.

“We wanted (...) to take our part in facilitating the act of building,” said the region’s vice-president in charge of town planning, Jean-Philippe Dugoin-Clément, during the world construction fair. Mipim real estate in Cannes.

GPA's partner developers will have to commit to passing on these savings to their sales price, in order to reduce costs for residents.

GPA intends to promote the "dividability" of housing, that is to say providing the possibility of transforming a large dwelling (T5, or five rooms) into two small ones (two or three rooms).

The developer also undertakes to limit the set-up time of a project to eight months and to make greater use of off-site construction, which reduces the duration of on-site construction sites.

It also provides a fund of 40 million euros aimed at lending sums to promoters allowing them to commit to operations more easily, in the form of a “sleeping partner” according to its general director, Stephan de Faÿ.

Fewer promoters will be approached for each project, in order to reduce the time and costs of processing application files.

Grand Paris Aménagement, which currently applies not yet mandatory environmental regulations on new construction, will not do the same when it becomes even more demanding, limiting itself to respecting the timetable set by law.

“The economic situation today does not allow us to anticipate (...) unless we block the system,” argued Jean-Philippe Dugoin-Clément.
