2020 barometer of renewable electric energies in France

In 2020, the French regions continued their energy transition, particularly in renewable electricity production. The projects carried out or initiated by local players (professionals, communities, energy unions) continue to develop and four metropolitan regions have covered more than 35% of their electricity consumption by local renewable production.

However, most of the sectors, including wind power and photovoltaics in particular, have experienced an insufficient rate of growth to remain on track with the objectives assigned by the multi-year energy program (PPE). The health crisis, which made 2020 a very special year, does not in itself explain these slowdowns. The absence of a coherent and shared vision as well as the administrative brakes explain this delay for wind power; obstacles to individual and collective self-consumption that of photovoltaics.

For the future, practically all regions have an orientation defined in their SRADDET, now the main regional development plan, including renewable energies. The Observ'ER barometer provides a precise analysis. The territories are mostly ambitious with stated objectives for 2030 and 2050, but the question arises of the means at their disposal to achieve them. “Our analysis of the SRADDETs shows the absence of a common methodological framework but also the lack of consistency with national objectives, in particular those of the multiannual energy programming (PPE). These observations are reminiscent of those made on the Regional Climate Air Energy Schemes (SRACE) which only achieved 60% of their objectives in the field of wind power or photovoltaic energy ”, declared Vincent JACQUES LE SEIGNEUR, president of Observ ' ER.

These findings come from the eleventh Barometer of renewable electric energies in France. In the form of summary sheets, this barometer provides a comprehensive overview of the dynamics of eight sectors over the past twelve months. Its "special report" focuses on the analysis of the renewable energy component within the SRADDETs drawn up by each region.
