The so-called “integrator” contracts must, for the association, make it possible to reduce the proliferation of national calls for projects and competition between the territories. They must put an end to the overlapping of multiple contracts or poorly coordinated programs in the field.
“We don't need one more contract, but more global, multi-year contracts, based on our regional projects. We must get out of public action in pieces. This is the ambition of the new system and we find ourselves in it fully ” recalled Sébastien Martin, president of the AdCF.
As part of the France recovery plan, characterized by budgetary appropriations much higher than those mobilized in recent years by the State services and its operators, future contracts must be the vectors of a much more efficient and fair allocation. funding. They can have a leverage effect on the public order of the communities of the “local bloc” (more than 50% of the national public order), which requires to territorialize the credits and to encourage the realization of local recovery plans.
