Jean Castex stressed to him that the "objective is also qualitative, it is not simply to act on the figures, it is to guide young people towards jobs of the future, towards ecological transition, towards economic sovereignty (...) The recovery plan frees up substantial resources to reconquer industry in France, it is a promising sector ".

In July, the government presented the "1 young person, 1 solution" platform, endowed with 6,7 billion euros, to connect companies with young people looking for work or training. Nearly 1.500 companies are registered on this platform and some 150.000 job offers have been made.

This system provides in particular for a bonus of up to 4.000 euros (per year) for the hiring, fixed-term contract of more than three months or permanent contract of a young person under 26 years old between August 1, 2020 and March 31, 2021 It also provides for bonuses of 5.000 euros or 8.000 euros for the recruitment of a minor or major apprentice on an apprenticeship or professionalization contract.
