The steering committee of the Nouveau Grand Paris des Transports met under the chairmanship of Alain Vidalies, Secretary of State for Transport, in the presence of Jean-Paul Huchon, President of the Île-de-France region and President of the STIF; Jean Daubigny, prefect of the Ile de France region, prefect of Paris; Guillaume Pepy, president of SNCF-mobilités; Jacques Rapoport, president of SNCF-network; Philippe Yvin, Chairman of the Management Board of Société du Grand Paris and Pierre Mongin, Chairman and CEO of RATP.
Current or future projects
The draft extension of the RER to the West - EOLE - should be able to be started as of 2015 as a whole. The objective is to significantly improve the quality of service on all Ile-de-France networks, in the East and the West, and in the heart of the capital region. In line with the CPER, the Regional Prefect has a mandate from the State to negotiate, with the Regional Council, a global financing protocol covering the entire project over its implementation period and involving all of their financial partners, the City of Paris, the Hauts-de-Seine General Council, the Yvelines General Council, the SNCF group and economic operators.
The major extension works on metro lines 4, 12 and 14 are well under way. Work on line 14 at Mairie de Saint Ouen is thus gaining momentum: the first tunnel boring machine will be installed in summer 2015 and will come into action in September.
La line 15 south, between Pont de Sèvres and Noisy-Champs was declared of public utility December 24, 2014. Studies are continuing, with great attention paid to interconnections with the existing network, accessibility and intermodality at future stations. Interconnections are essential for the proper functioning of the Ile-de-France transport network, in particular for residents of the inner suburbs. The way in which intermodality is taken into account around stations, thanks to the mobilization of local actors, is fundamental. The first works will thus be able to begin in 2015..
The public inquiry of the section of lines 14, 16 and 17 between Mairie de Saint Ouen and Noisy Champs went well at the end of 2014. The commission of inquiry submitted its report in early February, without reservation on the project, with some recommendations, which will be taken into account. The project to extend line 14 south to Orly will be the subject of a public utility inquiry before next summer. The public utility surveys of Line 15 West and Line 15 East projects, an operation for which the contracting authority has just been transferred from STIF to the Société du Grand Paris (SGP), will be launched respectively at the fall 2015 and early 2016. Public utility surveys for line 17 at Roissy and line 18 will also take place in early 2016.
Confirmation of funding
The 2015-2020 CPER project, adopted by the Regional Council on February 13, validated by the Prime Minister and currently under public consultation, consolidates the financing of operations. Beyond the revenue assigned to the asset management company called up to the tune of 2 billion euros, the CPER provides for the mobilization of an overall envelope of 7,5 billion euros. In particular, the State and the Region will increase their efforts to more than 200 million euros per year for operations linked to the RER and Transilien lines.
Job-creating projects
All of these projects are starting to have a very significant effect on employment in Île-de-France and the ramp-up of work will strengthen it. The contract for metro rolling stock on tires jointly between STIF, RATP and SGP, which has just been awarded to Alstom, will make it possible to create and sustain nearly 2 jobs in the rail industry. The work of the New Grand Paris des Transports will require, in 2018, 18 000 Jobs.
The first achievements of the Nouveau Grand Paris
The modernization and development of the existing network are well underway and the effects are already being felt. The T6 and T8 trams were put into service at the end of 2014 and the work undertaken on the RER and Transilien lines is improving the quality of the service provided to users. Efforts must continue.
Particular attention is paid to the project for a new branch of the T4 tramway towards Clichy and Montfermeil of the Government with regard to the challenges of serving this landlocked territory. Under the aegis of the Prefect of Seine Saint Denis, all the partners and communities in this project were brought together to remind everyone that the unanimous mobilization of all is essential to allow the implementation of the project within the expected deadlines. Very significant efforts have thus enabled progress to be made in consolidating the work schedule, in particular for the diversion of concession networks which has already started. The town of Livry-Gargan will be asked to resume studies and work to divert its sanitation networks as soon as possible. Funding is also fully guaranteed by the State and the Region within the framework of the CPER.
