It is thus a question of limiting the urgent recourse to portable air conditioners which consume a lot of energy and are not very efficient. Nevertheless, the union regrets that these solutions are still not integrated into the energy renovation incentive measures and the second sobriety plan unveiled on June 20th.
Accelerate small renovation actions in buildings
In addition to promoting the actions to be taken to reduce temperatures in buildings, the “heat waves” plan provides for the publication of guides published by Ademe: information will be disseminated each year on possible work in housing.
For Hervé Lamy, general delegate of Groupement Actibaie: “These renovations mainly concern the installation of blinds and shutters. Gestures considered as "small works" by the ministry. Nevertheless, they require a technicality and a preparation which require the intervention of professionals. For the most modest households, the cost can remain substantial. Financial aid must therefore follow to encourage owners to carry out this work. Informing is necessary but not enough. »
For local authorities, solar protection is also one of the preferred solutions. A guide published each year since 2020 identifies the behaviors to adopt, the work or maintenance actions to be carried out and the development of cool areas. To ensure the proper functioning of equipment to ensure summer comfort, a check will be carried out every year in the spring in all schools and crèches.
For Hervé Lamy: “These announcements are in line with the new ÉduRénov program of the Banque des Territoires, which aims to renovate 10.000 schools by 2027 in order to achieve at least 40% energy savings. Automated blinds and shutters can considerably limit the rise in indoor temperature at a lower cost. The City of Poissy, which has equipped 15 school groups with exterior blinds, has had very encouraging results: during heat waves, the interior temperature recorded is lower than 10°C compared to the outside and 5°C compared to a class equipped poorly performing blinds. An installation that also saves around 300.000 kWh/year, the equivalent of an annual electricity bill of €50.000 for the municipality. At a time of sobriety, this is a considerable advantage for communities. »
