To lead to the development of the future label accompanying the RE2020, the Sustainable Building Plan conducted an extensive consultation in the spring of 2021. This work and the emergence of the Ecological Interest Group (GIE) today composed of three associations - the Alliance HQE-GBC France, the Collectif des Démarches Quartiers et Bâtiments Durables and the Collectif Effinergie have thus shown the interest of drawing on existing expertise and know-how and putting the holders of existing labels and approaches at the heart of the device.
By mission letter dated April 19, 2022, Stéphanie Dupuy-Lyon, General Director of Planning, Housing and Nature, supports the continuation of this approach carried out by the Ecological Interest Group with the support of the Building Plan Sustainable, in order to bring out a common frame of reference, supported by the State.
A common frame of reference to chart the way to the buildings of the day after tomorrow
Through a collective dynamic, the State wishes to encourage voluntary professionals to set a coherent course in relation to medium and long-term national objectives and define a level of ambition allowing the current regulatory scope of RE2020 to be broadened.
The common frame of reference that will be proposed by the GIE and the Sustainable Building Plan will shed light on a path of progress that everyone, the State, local authorities and players in the sector, wish to pursue for the buildings of tomorrow and the day after tomorrow. This framework may evolve as experimentation progresses and will respond to the need for support for innovation and setting an example for the most ambitious players.
The work will explore in particular the various environmental paths identified during the first phase of consultation in order to go beyond the energy and carbon topics of the RE2020: carbon neutrality, measurement of effective energy performance, building that cooperates with the networks, comfort and health, sustainable water management, circular economy and biodiversity.
The ambition is also to position this French reference framework on the international scene, in line with regulatory developments and initiatives carried out at European level, such as Level(s) or the taxonomy criteria carried out by the European Commission.
The GIE and the Sustainable Building Plan engage in collective work with the sector
The first phase of the work, which will extend until the start of the 2022 academic year, will make it possible to propose shared governance, largely involving the sector and all the voluntary actors, in particular those present at the local level, in order to collectively build this common framework.
The second phase of the work will consist of continuing the technical work by exploring the various environmental pathways. It will be based in particular on the work already carried out by the thematic groups, but also on the expertise and the members of the associations, in support of their strong territorial roots.
