27 million homes to be energy-renovated by 2050, a climate and social challenge!
The residential sector still accounts for 29% of national energy consumption and 20% of greenhouse gas emissions. The stock of main French residences has nearly 30 million dwellings and only 3 million of them have an A or B label, that is to say, efficient from an energy point of view. There are therefore 27 million homes to be renovated in 28 years to achieve carbon neutrality! Of these dwellings, 18% are thermal strainers with energy labels F or G, that is, not decent in the sense of the law. This represents 11 million French people. And many of these people are in a precarious situation, deprive themselves of heating so as not to generate too high energy bills, risk unpaid bills, contract health problems, are cold in winter and hot in summer at home.
The mission of the public service France Rénov' is to meet the challenge of decarbonizing the housing stock and reducing energy poverty.
France Rénov', launched by the Minister of Housing Emmanuelle Wargon on January 12, aims to deploy an ambitious renovation policy: "the ecological transition of housing is indeed underway, and today, it does not neglect neither quality nor performance”. In fact, France Rénov', which brings together the Faire network of ADEME and the operators of Anah, should make it possible to make the journey of households more fluid. The aim is to direct them immediately to the nearest Renov' Advisor, so that they can find the solution best suited to their renovation project and their social situation. In order to facilitate the implementation of this reform, this support mission is also entrusted to these same players, including SOLIHA, who have already been identified locally. Similarly, all financing is grouped under the “MaPrimeRénov” banner.
Soliha, the key and trusted player to support the French in their energy renovation project
Soliha is made up of 145 associations, 3 employees, teams made up of thermal engineers, housing advisors and social workers, present throughout France and overseas. They deploy proven working methods and tools, making it possible to provide personalized energy renovation solutions to each household. SOLIHA is also a trusted third party, which plays a role of bringing together all the existing aid to minimize the remainder payable by these people.
Soliha draws attention to three points, conditions for success in moving towards carbon neutrality
- The accompaniment of households imperatively requires neutrality. The role of trusted third party cannot be biased by the logic of marketing materials or equipment. SOLIHA will be very attentive to the establishment and respect of the specifications of "My Accompagnateur Rénov'".
- Social support for the households most in difficulty is an essential lever to bring them towards the most ambitious renovations. The financing of these missions must match the ambitions.
- The financing of the works presupposes a resolute and high-level commitment from the State, in particular, with modest and very modest households, so that their out-of-pocket costs are sustainable. It also assumes a commitment from the banks to distribute the Eco-PTZ or the Renovation Advance Loan.
