Philippe Rozier is the new Director General of the Construction Quality Agency - AQC

General Engineer of Bridges, Water and Forests, Philippe Rozier will continue the mission of general interest and the commitment of the AQC to the prevention of disorders and the improvement of quality, in connection with environmental, social and economic which impacts the entire construction sector, in particular:

• Consolidation and expansion of the scope of AQC observatories
• Establishing models to predict disorders in buildings with the help of artificial intelligence
• Securing technical innovations
• The challenges of energy renovation
• Support for professionals on the resilience of buildings to climate change.

In-depth knowledge of the act of building, of all its stages and of its stakeholders

Philippe Rozier began his professional life as project manager, monitoring the execution of work at the French Embassy in Algiers and then designing buildings for civil and military aviation.

“This initial knowledge as a 'practitioner' constituted an asset in the rest of my career as a project owner, particularly in my relationship with project managers, contractors and control bodies. It also allowed me very early to understand that each building construction is the creation in the open air of a prototype subject to the vagaries of the climate, the site and the program, and dependent on the qualification and cooperation of the companions, craftsmen , engineers, architects, suppliers, industrialists…”

In the subsequent management of large projects, within the APIJ as well as the EPA Jussieu (now EPAURIF), Philippe Rozier had the opportunity to confront "always complex issues of ERP heritage renovations which often require an in-depth mastery of technical subjects. Just as his role as construction director at PARIS HABITAT allowed him to measure “the full weight of operating issues and the importance that should be given to them. »

Convinced by the partnership approaches making it possible to improve and make the construction quality of buildings more reliable, particularly through all the innovation approaches, he piloted the HQE REX programs at PUCA and contributed to the birth of the HQE Association at the beginning of his career. And he joined the AQC after having supervised for 6 years the implementation of the program of 70 Olympic works at SOLIDEO, which demonstrated the capacity of the entire French construction sector to achieve very high levels of ambition and innovation.

The AQC, a singular and obvious continuity

“For thirty years, from programming through design and execution to commissioning and operation, I have been able to perfect my good knowledge of the entire construction process and all the risks associated with each step.

We must meet ever-increasing requirements for the construction of buildings. First of all, functional and regulatory requirements in terms of construction quality, which are solidity, use, comfort and health. But we must also integrate new societal and environmental requirements, the standardization of which is not always explained and sometimes even a source of contradictory injunctions: durability and sustainability, reversibility, energy sobriety, decarbonization and budgetary sobriety, resilience to climate change, heritage enhancement , biodiversity management, universal accessibility…

My experience at SOLIDEO convinced me that today, the idea that poor workmanship, a disorder or a disaster could systematically be the result of a "fault", it was necessary to replace an approach in my opinion that was more " 'positive'' identification and management of risks, allowing the establishment of transversal project evaluation approaches and the implementation of preventive or corrective action plans at all stages.

Instead of looking for a "culprit", project and risk management takes into account the multifactorial dimension of the construction of a building and relies on the accountability of each stakeholder in their field of competence to reduce risks and therefore the defects of use and quality ultimately. In this, it is in synergy with the working method of construction insurers, and consistent with the AQC's working and support approach for all stakeholders. »
