“Housing is in crisis”
The current obstacles in the Housing sector are attributed in part to "cyclical" factors, such as rising rates, leading to "credit constraints" for households and putting developers "under pressure". With this in mind, the President announced major initiatives, including "significant simplifications", aimed at reducing delays, streamlining procedures and limiting multiple appeals. He also promised the establishment of operations of national interest to accelerate construction, drawing on the approach taken in anticipation of the Olympic and Paralympic Games.
Furthermore, Emmanuel Macron also expressed his intention to further simplify MaPrimeRénov'. Other notable announcements include the maintenance of planning for the ecological transition, adapted to the territories, as well as a commitment to the adaptation of urban areas in the face of climate change.
“Achieving full employment”
“The government will encourage the creation and resumption of employment with, from next spring, act two of the labor market reform launched in 2017”, which had already seen reforms to the unemployment compensation rules and the implementation of pension reform last year, he said.
Thus, there will be "stricter rules when job offers are refused and better support for our unemployed through training, but also employment support for very concrete things such as housing or transport" , he added.
The objective of these future measures is to "achieve full employment", an objective set for 2027 and corresponding to an unemployment rate of 5% compared to 7,4% currently.
Economic “rearmament” of France
The Head of State announced several measures on the economic but also "civic" "rearmament" of France, according to his watchword, in an introductory statement lasting around twenty minutes followed by a question session.
In particular, he declared that he wanted more “nuclear and renewables” and no longer needed to rely on “other powers to write our history”.
In this sense, the President wants to produce our own energy, produce our own means of producing renewable energy, produce our food on our farms and this on a French and European scale.
To achieve these objectives, Emmanuel Macron declared that he wanted to accelerate the reforms already underway and “put an end to unnecessary standards” which would constitute a brake on the national economy.
As part of a new bill focused on growth, simplification will be a major focus. “We will put an end to unnecessary standards, reduce delays, make hiring easier, increase the thresholds for triggering obligations [for companies],” the president said. He stressed that the current complexity discourages industrialists and businesses, while favoring the “protection of rents”. This project aims to “further liberate those who innovate, work, produce more”, thus supporting growth, reindustrialization and innovation, particularly in strategic sectors such as renewable energies and low-carbon technologies.
