Craftsmen and building contractors are already experiencing a sharp contraction in their activity (-15% expected in 2020) and are worried about the outlook for 2021, when pre-crisis orders have been fulfilled. and that the cash flow assistance measures will have ceased to produce their effects.
However, the health crisis of the spring delayed the implementation of renovation or construction projects for public buildings. It also revealed the wish of a large number of our fellow citizens to settle in less dense urban areas, hence the need to amplify and localize the zero-interest loan beyond its quota set at 40%. and to restore, by strengthening it, the system "Pinel" in rural and peri-urban areas.
The crisis also accentuates territorial inequalities and the precariousness of the population. This is why it is urgent to endow the ANRU with exceptional financial means to sustainably support the revival in the political districts of the city and to make it possible to finance the remainder of the costs of projects which cannot currently be.
In addition, the return to the usual pace of planning authorizations and the forthcoming implementation of dematerialized building permits should make it possible to fully support the resumption of activity in the building sector throughout the territory.
Finally, the energy renovation of buildings, a major project for the recovery, must be able to rely on a quality offer capable of responding to national challenges.
