"We are convinced that it is through very concrete action, at the local level that we move and find solutions to reduce the rise in temperature", pleaded Friday the mayor PS of Paris Anne Hidalgo, during a climate forum in Paris.
We must bring "new proposals" for "the preservation of our planet" and thus respond to "the hope of youth", continued the councilor at the end of the forum, convinced that "it is a new impetus that we must give to the Paris Agreement ".
Thus, the City of Paris will launch its IPCC, "a scientific body which will bring together experts in social sciences and independent researchers, of very high level. Jean Jouzel [French climatologist and close to Anne Hidalgo] will participate in its creation and the definition of its composition ", announced to AFP the deputy EELV in charge of the Climate Plan, Dan Lert, evoking an" IPCC Paris "inspired, at the scale of the capital, by the Intergovernmental Panel on the evolution of the climate set up at the initiative of the United Nations.
This body, which can be seized "by elected officials, associations, citizens", "will clarify the decisions of the City of Paris," said Mr. Lert.
"What are the districts of the capital which are the most impacted by global warming?", "Which streets should be greened as a priority?", "Which are the districts where we must accelerate the transition because there is no Are there not enough green spaces, that there are road junctions? ", are all questions to which the IPCC will have to answer.
"In Paris, between 2004 and 2018, our greenhouse gas emissions fell by 25%. From now on, our challenge is to accelerate ecological transition policies. We must achieve what we have in ten years. has done in fifteen years, "recalls Dan Lert.
Another novelty: on the model of La Rochelle, Paris will create its "carbon offset operator". Concretely, "I am a Parisian and tomorrow I have to take a plane. Thanks to this city operator, I will be able to offset the emissions caused by my trip by financing low-carbon projects in Paris or in the Paris basin", suggests a manager of town hall.
Shutters on the windows
These announcements come on the eve of the fifth anniversary of the Paris Agreement, in which countries pledged to reduce greenhouse gas emissions and keep warming below 2 ° C, if possible 1,5, XNUMX ° C.
However, "France is clearly behind on its trajectory: in 2019, the average temperature of the globe is already at + 1 ° C and in Paris, it is at +2,2 compared to 1880. We must accelerate!", Insists the chosen.
Thus, the Town Hall has decided to put in place a new "adaptation strategy" in the face of extreme climatic events, such as heat waves, by ensuring "revegetation" of the city, "the reopening of a section de la Bièvre (a stream buried more than a century ago) during the mandate ", by multiplying" shaded routes "in the streets, by" putting in place a hundred drinking fountains from next year " or even by proposing a plan to put shutters on the windows of the apartments.
In addition, "we are going to launch a solar plan with the installation of panels on our public buildings (schools, colleges, sports facilities and stadiums)", adds Dan Lert.
Announced several months ago, the Climate Academy (place of training, meetings between associations, workshops ...) will open its doors "in September in the town hall of the 9th arrondissement and will welcome young people from 25 to XNUMX years, "said Education Assistant Patrick Bloche.
