As part of the 2021 Climate Law, the ZAN aims to halve the rate of transformation of natural and agricultural spaces into urban or commercial areas by 2030 and to achieve zero net artificialisation by 2050.

A senatorial bill aimed at facilitating its implementation on the ground was adopted in mid-March at first reading in the Senate and must be examined by the deputies.

In particular, it plans to guarantee small municipalities that have used little land a minimum area of ​​1 hectare to preserve their "right to build".

But, according to Sébastien Miossec, the “municipality by municipality” treatment does “not work well”. "The percentage or the volume of hectares decided nationally in a text of law cannot work in the face of the diversity of the territories. A municipality which has 20 inhabitants probably does not need one hectare", he said. REMARK.

"The response we oppose to ZAN is to build on the scale of the local intermunicipal urban planning plan (PLUI, editor's note), or on the scale of the living area", pleaded Christophe Degruelle, president of 'Agglopolys, the agglomeration community of Blois, for which the ZAN 2050 "can never be achieved if we do not work on the scale of the PLUI".

Some 663 intermunicipalities are now responsible for drawing up a PLUI, ie 52% of intermunicipalities.
