Co-financed by the City of Nice, the Metropolis, the Region, the Department, the FEDER and Côte d'Azur Habitat, this project has benefited from the support of ANRU.
The first phase of the work was entrusted to the ONE WAY 4 ARCHITECTES (Paris and Biot) and PHASIS ARCHITECTES (Paris) architectural firms associated with the GRONTMIJ SUDEQUIP design office (Nice). It started in November 2013, should end in November 2015 and is very representative of the entire renovation program.
It involved three towers of 106 apartments each, two of which benefited from a BBC (Low Consumption Building) approach, with in particular the implementation of Thermal Insulation from the outside of the facades and colored polycarbonate tables ensuring a better solar comfort, partial privatization of balconies, treatment of covisibility between towers and very rewarding dynamic entertainment.
Another major problem encountered on this vast site: the presence of asbestos, not yet prohibited in 1960 during the construction of these buildings, and the need to intervene on an occupied site.
According to the architect Pierre-Marie Clément "Asbestos was found in different places, on the walls, the ceilings, in the glue of the earthenware, in the coatings of paints, and on the floors and, all this, in a random way, more or less in a dwelling out of 10. To this should be added the diversity of the work carried out for so many years, depending on the possibilities of intervention left to the lessor by the vacancies of apartments when tenants leave ”.
The potential presence of asbestos and the wide variety of situations encountered led the architect to favor from the start flexible floors from Forbo Flooring for technical, economic and aesthetic reasons.
The resistance to traffic, possible damage, ease of maintenance and the wide variety of floor solutions offered by Forbo Flooring Systems convinced and seduced the architectural firm One Way 4 Architects. 4.677 m2 of Sarlon habitat 2s2 / 2s3 gray in color were thus placed in the apartments of this first section, in harmony with the very light walls and in contrast with the darker tone of the facade. The choice of the presentation in strips of 2 m width allowed to optimize the times of implementation by limiting the number of joints, a point also sensitive in the bathrooms.
For the arrangement of the floors of the common areas, One Way 4 Architects has prescribed Marmoleum fresco from Forbo Flooring Systems, for the aesthetic contribution of its mass-tinted material and its remarkable resistance, much appreciated in these collective areas sometimes subjected to violent treatments, without any floor protection. These are so 1.900 m2 of Marmoleum fresco in a black shade (volcanic ash ref. 3872) which now equip the landings and 1st levels of stairs in this program.
Another determining factor in this choice of flexible floor coverings, is the fact that Bouygues Bâtiment Sud Est intervened as a General Contractor and had its own installation teams, which made the total cost of the operation even more efficient, while simplifying the management of intervention schedules.
A topical issue ... asbestos
Frequently encountered in this type of program, the presence of asbestos required an in-depth study by the architectural firm in order to find the best technical and economic solution to be included in this program.
Pierre-Marie Clément specifies that "The choice fell on the Sarlon habitat modul'up 2s2 / 2s3 solution". A relevant solution for covering asbestos floors, in floating installation, which eliminates the costs of asbestos removal, as long as we remain in subsection 4 of the health regulations of May 2012 of the Labor Code. 620 m2 of Sarlon habitat modul'up 2s2 / 2s3 were thus used in two references of the “light beige concrete” decor.

This vast rehabilitation program clearly illustrates the need for in-depth prior consultation between the various managers of the building act (Contracting Authority, Project Management, Company) as well as the judicious choice of product solutions reconciling technical performance and economic.
For One Way 4 Architects who had already received, jointly with Phasis Architects, the Rehabilitation price of the “Low Carbon” competition organized recently by the ARHLM and EDF, this type of rehabilitation demonstrates that "The ambition and the common reflection of social landlords and architects can change the situation and participate in improving the living environment of collective housing".
