The Pôle Habitat FFB urges the government to act against the housing crisis which is becoming more and more concrete for the French

The available indicators show a situation that is deteriorating day by day: over the year, construction starts are down by more than 13% and building authorizations are down by 23%. The future does not look better with sales of new houses as well as new collective housing which have collapsed by almost 40%. The year 2023 is therefore likely to end with production close to 300.000 housing units, i.e. the construction level of the early 90s, when France had 17 million fewer inhabitants and did not have to do facing with equal intensity the separation, divorces, family compositions, nor mobility.

It is in this context that the Pôle Habitat FFB, on the occasion of its annual National Convention, once again urged the Government to introduce simple and rapid measures in the finance bill for 2024.

Accession to property, and first of all first-time accession, must be supported: we must maintain the eligibility of the individual house for the PTZ, apply the 40% quota everywhere in France and update it to around 25 % the resource ceilings of eligible households as the ceiling amount of operations. It is also necessary to establish for 3 years an exemption from gift taxes for the acquisition or construction of new housing intended to be occupied as a main residence. Finally, we must increase the private rental offer, by restoring the Pinel system in its 2022 version, pending the implementation of a universal, stable and sustainable private landlord regime.

For Grégory Monod, President of the Pôle Habitat FFB: “We are not expecting an expensive recovery plan from the Government that public finances cannot support. We are clear about the situation in the country. On the other hand, we know, by working as close as possible to households and regions, that a few timely decisions would breathe new life into the market. It is not only professionals and the housing industry that are at stake, but the balance and social cohesion of the country. There is still time to save French housing, but time is running out. »
