There is a growing consensus on the idea of planning the public funding needed for the low-carbon transition of the economy and its adaptation to climate change over the long term. Parliamentarians from different groups spoke out in favor of public finance programming for the transition during the 2022 end-of-year budget debate.
Such programming would make it possible to give visibility to private actors to help them invest and anticipate the public resources to be mobilized in the coming years, and is intended to inform the budgetary debates in Parliament both on the quantity and on the effectiveness of public funding.
The Institute of Economics for Climate-I4CE and ADEME organized a high-level event on April 11, 2023 at the Hotel de Lassey to take stock of public finance programming for the climate, identify consensus , what remains to be clarified and the next steps to make it a reality.
This event brought together parliamentarians, government representatives as well as representatives of local authorities, businesses, think tanks and NGOs.
