“These construction companies, to which we sell our products, have alerted us to the difficulties caused by the end of the doubling of the valuation of CEEs for households in very precarious situations, the date of which is set for April 30, 2022. I therefore wishes to challenge the authorities on this subject, and request a 3-month postponement so that the ITE sites, already committed, can be honored.
Thanks to State aid policies, and in particular the CEE, companies installing ITE (External Thermal Insulation) solutions have seen their order books increase, and all have between 8 and 12 months of progress of work. Note that an exterior insulation project, if done well, requires more than a week to implement.
However, no one is supposed to ignore the difficult situation that the construction sector has been experiencing for several months now. Between the concerns of supply, labor and winter conditions, the ITE installation companies confirmed to us that they could not meet the deadlines, despite all their good will. In the current state of things, it is inevitable that some projects, already underway, cannot be completed before the end of April 2022.
I would like to draw attention to the fact that many customers of these installation companies, especially very precarious people, will definitely lose the opportunity to insulate their facade. An insulation that would allow them to live in a "dignified" habitat, as recommended by the CEE system.
While they have been warned of this problem of deadlines, some have already expressed their dissatisfaction and are threatening to initiate proceedings. It is therefore urgent that the PNCEE (National Pole of Energy Certificates) acts in order to avoid blocking the works in progress. For this reason, I appealed to MPs, CEE collectors, and building federations to call on the PNCEE to obtain an additional 3 months, which would push this deadline to the end of July 2022.
This postponement, if it is effective, would simply allow ITE installation companies to be able to honor their commitments, which very often were made even before the existence of this deadline. This delay will not generate a windfall effect because this possibility of doubling no longer exists for sale since December 31, 2021.
