The next AI revolution will not be technological. It will be cognitive.

However, by focusing so much on the future, we risk missing the most strategic issue of this revolution.

Because the real question is not what artificial intelligence will be able to create tomorrow.

The real question is what it will allow us to understand today.

For more than twenty years, organizations have been accumulating a considerable amount of information. Technical documents, studies, procedures, archives, reports, business data, feedback: companies, communities and administrations have an unprecedented wealth of information in economic history.

But this wealth remains largely untapped.

We have built organizations that produce a vast amount of knowledge but often struggle to mobilize it effectively. Knowledge becomes fragmented, expertise disperses, information is duplicated, and accumulated experience sometimes remains invisible to those who could benefit from it.

This phenomenon constitutes one of the most costly paradoxes of the contemporary economy.

Never before have we known so much.

And it has never been so difficult to transform this knowledge into action.

This is precisely where artificial intelligence can be a game changer.

Contrary to popular belief, its most decisive contribution may not lie in its ability to generate new content. It lies in its ability to reveal, structure, and enhance existing knowledge.

In other words, to bring forth intelligence from what we already possess.

This development marks a profound break.

Since the industrial revolution, economic growth has been built on a logic of accumulation: more resources, more production, more infrastructure.

The digital economy has extended this dynamic with another form of accumulation: that of data.

For years, quantity has been considered a competitive advantage.

Today, this logic has reached its limits.

The question is no longer who has the most information.

The question is who will be best able to understand them.

We are gradually entering an activated knowledge economy.

In this new reality, value will no longer come solely from the data itself, but from the ability to connect it, contextualize it, and make it immediately usable.

The most successful organizations will not necessarily be those with the largest volumes of information.

They will be the ones who know how to transform their collective memory into a strategic advantage.

This transformation goes far beyond the technological realm.

It relates to the competitiveness of businesses, the transmission of know-how, the preservation of critical expertise and the capacity for innovation of our economies.

It also relates to the ecological transition.

Because in a world facing increasing constraints on resources, value creation can no longer rely solely on accumulation.

It will need to rely more on optimization, intelligence and leveraging existing resources.

Doing better with what we already have: this could be one of the most powerful contributions of artificial intelligence to a sustainable economic model.

This vision also opens up a unique perspective for Europe.

Global competition is often presented as a race for technological power between American and Chinese giants.

This interpretation is reductive.

Europe may not have the same investment capacity as the major global platforms. However, it possesses a considerable advantage: a long-standing culture of trust, governance, and knowledge valuation.

In the artificial intelligence economy, these qualities could become major competitive advantages.

Because the future will not be limited to the performance of models.

It will depend on their ability to produce reliable, explainable, secure results that are adapted to business realities.

The challenge is therefore no longer simply to build ever more powerful artificial intelligences.

The challenge is to build truly useful artificial intelligences.

Intelligences capable of helping organizations better understand what they already know, better communicate what they learn, and better decide in an increasingly complex environment.

The next AI revolution will not be purely technological.

It will be cognitive.

And it could well constitute one of the greatest economic, societal and environmental opportunities of the 21st century.
