Real estate: the reform of the Energy Performance Certificate (EPC) doesn't just correct a rating... it changes the rules of the game.

Distraught homeowners, wary buyers, a market frozen by regulatory fear. The Energy Performance Certificate (EPC) was no longer just an energy indicator: it had become a major economic factor.

The reform, which came into effect on January 1, 2026, profoundly changes this equation. And contrary to popular belief, it is not simply a technical adjustment. It reshuffles the cards of the French real estate market.

A technical correction… with massive consequences

The core of the reform lies in a change to the calculation method: the coefficient applied to electricity has been lowered to better reflect the reality of France's largely decarbonized energy mix. The immediate result: hundreds of thousands of homes will see their energy rating improve, sometimes without any renovations. Around 850.000 properties could thus automatically be removed from the "energy inefficient" category.

This change corrects a well-known anomaly among professionals: for years, relatively energy-efficient electrified homes were penalized by a theoretical calculation disconnected from energy reality.

But behind this correction lies a much deeper transformation.

The DPE ceases to be a uniform sanction

Until now, the real estate market operated under constant pressure. A rating of F or G could be enough to block a sale, freeze a rent, or trigger a renovation that was sometimes financially impossible.

The reform introduces an implicit message: not all poorly rated properties are created equal.

Some were inherently energy-intensive. Others were simply poorly assessed. By correcting this distortion, the legislator finally recognizes that the energy transition cannot rely on a uniform punitive mechanism.

This is a major turning point for the perception of real estate risk.

A market that is changing psychology

For the past two years, the Energy Performance Certificate (EPC) has profoundly influenced behavior: anticipated price reductions, a wait-and-see approach from sellers, and paralyzed investment strategies. The energy rating has become the fourth most important factor in property valuation, after location, size, and price.

The 2026 reform could produce the opposite effect.

Properties once considered "unsellable" are suddenly regaining liquidity. Owners who had been postponing their plans are now returning to the market. Investors are reassessing unfairly depreciated assets.

In other words: it is not only energy performance that is evolving, it is confidence.

However, beware of the illusion of relief

However, it would be dangerous to see this as a step backwards.

The regulatory trajectory remains clear: progressive bans on rentals, increased energy audits, and stricter renovation requirements. The energy transition of the building stock remains irreversible.

The reform does not eliminate the constraint. It makes it more transparent.

It marks the shift from a logic of regulatory shock to a logic of economic adjustment.

The challenge now is to support, not just classify.

The real challenge begins now.

Because the Energy Performance Certificate (EPC) should no longer be just a sorting tool, but a decision-making tool. Homeowners don't expect a rating: they expect a clear, understandable, and financially viable path forward.

The French real estate market is entering a new phase: one where energy efficiency becomes strategic. Those who can explain, project, and integrate it into a coherent real estate strategy will create value. The others will continue to suffer from regulatory instability.

The 2026 DPE reform is therefore not a parenthesis.

That's a signal.

The signal that the energy transition can only succeed under one condition: reconciling ecology, economy and the reality on the ground.

And perhaps, finally, to give back to the DPE what it should never have lost: its primary function of providing information, not condemnation.
