Batinfo: Can you introduce Action21?

Adrien Rosi Dit Rozzi: The Action 21 association is an open innovation laboratory dedicated to the energy transition, created in 2024. Strongly inspired by the "Open" movement, our mission is to develop solutions of general interest for and with civil society actors.
We identify a problem, propose a solution, and work with those who wish to implement it for the benefit of all. This is what we call a Commons.
Since its inception, we have focused primarily on issues surrounding energy renovation and sustainable construction. This is our core business and the cornerstone of all energy transition policies.
To support us, we are fortunate to be able to rely on a network of construction industry players who are aware of the need to work together to successfully complete the project of the century.
Batinfo: What are the main challenges of energy renovation?
Adrien Rosi Dit Rozzi: Many challenges exist to achieve a low-energy and carbon-neutral housing stock. Three major questions have remained unanswered for several years:
- What tools are available to monitor and support renovation projects?
- How can we sustainably finance energy efficiency in housing?
- Who will carry out the work?
While we offer concrete answers to each of these questions, the issue of jobs and skills in energy renovation seems to us the most urgent. Regardless of the support or funding pathways, scaling up renovations requires having the women and men to carry out the work.
However, there is a gap in the estimated 650.000 jobs needed to achieve the objectives by 2030.
Batinfo: What are your latest news?
Adrien Rosi Dit Rozzi: The year 2025 was dedicated to the Renovation Ambassadors program, tested with apprentices from BTP CFA Occitanie and financed as part of the CCCA-BTP Calls for projects.
The objective of the project is to build a training program for apprentices on the issues and principles of energy performance in housing.
500 apprentices participated in a collaborative workshop: the Renovation Fresco. In addition, an educational application dedicated to understanding energy performance in real-world situations – through the analysis of Energy Performance Diagnoses – is nearing completion.
Batinfo: Can you tell us more about the FIRE project and in particular about the structuring of RGE pathways for apprentices?
Adrien Rosi Dit Rozzi: FIRE is first and foremost a gamble: we are betting on today's apprentices, tomorrow's renovators, to bring energy renovation to construction companies.
With the Renovation Ambassadors, we have successfully demonstrated that it is possible to quickly raise awareness among an entire generation of apprentices. With FIRE, we want to go further and empower them to become the technical experts in their companies on energy renovation issues.
This role is crucial because it allows the company to obtain the RGE label required to enter the subsidized works market.
After obtaining their diploma in a renovation-related trade, apprentices will be offered the opportunity to continue their training through an apprenticeship for one year to specialize in energy-efficient renovation. Three dedicated certifications are under consideration in the fields of insulation, ventilation, and renewable energy.
Once this specialization is validated, our apprentice acts as a technical expert for their company, just like a professional who has completed FEEBAT training. The company can then obtain its RGE qualification.
We launched our Call for Contributions in March 2026, and we hope to be able to start the experiment in the fall of 2026. The schedule is tight, but we no longer have time to wait.

Batinfo: How do you see the future for Action21?
Adrien Rosi Dit Rozzi: Each project is designed to escape our control. Our mission is to create, experiment, accelerate, and then share. We have several projects in the pipeline, but to name just three:
- The One-Stop Shop for Renovation – a public service that centralizes all administrative procedures within the framework of the work process (declarations, financing, control, etc.);
- Open DPE – a free tool to assess and visualize the energy performance of homes;
- The National Works Reference System – an open database of energy renovation works carried out.
The ultimate goal of Agenda 21 is to become obsolete. This will mean that the energy and climate crisis is behind us. In the meantime, we will do everything we can to be of service.
Batinfo: The ConstructionTech Village and startup sponsorship play a significant role in the ecosystem. What is your perspective on this dynamic?
Adrien Rosi Dit Rozzi: We see these initiatives as essential catalysts for innovation. Bringing startups and established players in the construction industry together helps break down silos and accelerate the adoption of new solutions. This is the core principle of Action21.
The mentoring role is particularly important, as it allows young companies to benefit from a framework, a network and essential on-the-ground feedback to scale up.
It is precisely this type of collective dynamic that allows the sector to transform itself sustainably.
