Le tertiary decree aims to drastically reduce the energy consumption of tertiary buildings. It is aimed at structures whose surface area allocated to a tertiary activity exceeds 1.000 m² and sets clear objectives for reducing energy consumption according to two approaches:

• Relative method (Crelat): percentage reduction compared to a reference year (between 2010 and 2022) and according to a specific timetable:
  • 40% by 2030,
  • 50% by 2040,
  • 60% by 2050.
• Absolute method (Cabs): thresholds set by the legislator, for each sector of activity, via decrees absolute values.

The BACS decree: a key tool for achieving the objectives set by the first decree

Le BACS decree (Building Automation and Control Systems), often presented as the “little brother” of the tertiary decree, imposes theinstallation of automation and control systems (BACS in English) in tertiary buildings withheating or air conditioning equipment with a nominal power :

• better than 290 kW from 2025.
• better than 70 kW from 2027.
