CERIB is an establishment of public utility instituted in 1967 jointly by the Minister in charge of Industry and by the Minister in charge of Economy and Finances at the request of the Federation of the Concrete Industry (FIB).

Its operation is governed by the law of July 22, 1948 establishing the legal status of Industrial Technical Centers (CTI).

CERIB is placed under the supervision of the State.
