Although the President of the Republic has clearly mentioned households as the main beneficiaries of this envelope, CAPEB recalls the absolute necessity of helping craft building companies to comply with this system. They do not currently have the investment capacity necessary to acquire a vehicle adapted to ZFE-m. A support system must be offered to them.
This is also the observation made by MPs Bruno Millienne and Gérard Leseul in their conclusion following the “flash” mission they carried out on support measures for the implementation of low-emission zones. The high acquisition cost of clean light commercial vehicles is mentioned in the report as one of the difficulties encountered by professionals using these vehicles. This report also mentions the industrial supply of vehicles classified 0 or 1 which is still very limited and the uncertainties about the availability and refueling of alternative energies as other difficulties. Difficulties about which CAPEB had already alerted the public authorities several months ago.
Thus, the two parliamentarians recommend in their conclusion a bouquet of recommendations that go in the direction of the proposals made by CAPEB for the successful implementation of ZFE-m. In particular, they recommend resorting to dialogue and consultation between local authorities and representatives of economic actors to develop applicable measures and set realistic timetables for the implementation of ZFE-m, to strengthen, in the short term, incentives to the generalized acquisition of Crit'Air 2 light commercial vehicles and heavy goods vehicles, to set up an official list and a transitional homogeneous derogation system, in particular for the vehicles of certain professionals who have no alternative on the market and more overall to introduce agility and flexibility in the implementation of this system.
A very interesting package to which CAPEB adds the need to set up a single information window dedicated to professionals so that they can have access to the characteristics of ZFE-m but also to ensure before any implementation of ZFE- m that a full range of electric light utility vehicles is actually available for companies and that a sufficient number of parking spaces suitable for these vehicles are available. It would also be essential to develop a complete package for companies, which is financially supported and which would include the installation of photovoltaic panels on the roofs of company premises, the installation of IRVE terminals that can be used to recharge professional vehicles but also employees and the rental of electric utility vehicles.

We now expect them to seize it as soon as possible. For the ZFE-m to become an opportunity for all craft construction companies, the government must announce strong support capable of giving us the means to switch our fleet of 900.000 vehicles to clean vehicles and lower our costs. »
