Without a 2025 budget, the construction industry will suffer chaos

If these elements are not taken into account in a 2025 budget, hundreds of thousands of homes will not be built and hundreds of thousands of thermal sieves will remain occupied. This situation will then threaten 300.000 employees in the construction sector.

However, experience has shown that restarting activity takes several years, given the time it takes to transform a permit filed into a completed project.

As part of the 2025 finance bill, an agreement seems to be emerging in the Senate with at least four strong measures for housing, welcomed positively by the FFB:

• the restoration of a PTZ open to the entire territory and all types of housing for first-time buyers;
• the capping of the solidarity rent reduction (RLS) at 1,1 billion euros in return for production commitments from social landlords;
• the limited exemption of donations for the acquisition of a new principal residence;
• the stability of the rules of MaPrimeRénov' from May 2024.

For Olivier Salleron, president of the FFB: "The tipping point is approaching violently for housing in France as well as for craftsmen and building contractors. Every day counts now and the FFB calls for responsibility. We want the housing measures in the 2025 finance bill as debated in the Senate to be implemented as quickly as possible, even if it means opening debates to go further or commit to other subjects, such as the status of private landlords, from the beginning of 2025."
