Unemployment insurance: social partners not ready to negotiate on governance, according to Borne

"This is one of the subjects that we must clarify, because a few months ago, there was a strong demand from trade unions and employers' organisations.

The latest echoes that we can have is that they do not wish to take up this subject "of governance, declared Ms. Borne during a meeting with the Association of Journalists of Social Information ( Ajis).

This negotiation on the governance of Unédic, a joint unemployment compensation scheme, where the State is increasingly inviting itself, was among the projects of the Ministry of Labor presented in September 2022. The government wanted employers and unions are working on a new governance to "better define the respective roles of the government, parliament and the social partners".

The initial idea was for the social partners to adopt this new governance before negotiating, as usual, a new compensation scheme which will be in force from 2024.

According to the Prime Minister, "we will have to organize in the social agenda the fact that there can be this negotiation on the rules of unemployment insurance".

The government has already indicated that the question of modulation according to the economic situation "will have to be integrated" into these discussions. Since February 1, the duration of compensation for all jobseekers who open rights has been reduced by 25%.

Since the law of 2018, the margins of negotiation of the social partners have been restricted by a "framework letter" from the government which sets objectives (in particular savings) to be achieved.
