Unemployment insurance: the CFDT “optimistic” about the green light from the government

The general secretary of the CFDT Marylise Léon said she was "optimistic" Tuesday, November 14 evening regarding the government's approval of the agreement on unemployment insurance reached by employers and certain unions.

The CFDT, the CFTC, FO and three employers' organizations have reached an agreement on new rules for compensating the unemployed from 2024. Once signed, by November 17, by the social partners, this agreement must be approved by the government.

“I am optimistic because we did our part while respecting the set framework,” declares Marylise Léon in an interview published on the Les Echos website.

The government sent a binding framework letter to the social partners at the beginning of August, asking them to respect previously initiated reforms, such as reducing the duration of compensation as long as the unemployment rate remains below 9%.

“The agreement does not constitute validation of the government's unemployment insurance reforms that we fought against,” specifies the head of the CFDT, stressing that the new agreement will make it possible to improve “the situation of more than 200.000 " jobseekers.

Approval from the government would constitute "first of all a political green light", underlines Marylise Léon. “This approval will demonstrate the government’s confidence in social dialogue and in the way we conducted the negotiation.”

In the agreement concluded last Friday, the minimum working time to receive an allowance is notably reduced from six to five months. The employer contribution for unemployment insurance is reduced from 4,05% to 4,00%.

The CGT and CFE-CGC announced that they would not sign this agreement. For their part, the three employers' organizations, Medef, CPME and U2P, said they would do so.
