Training: companies not keen on financial support from the CPF

Of the €250 million in additional payments received between 2020 and 2023 by 10.000 companies, €188 million were in the form of corrective rights for failure by employers to meet their obligations regarding professional interviews, or allowances due to dismissed employees.

The remaining 62 million were on a voluntary basis, including 60 million at the initiative of the employer and 2 million as part of a group or branch agreement.

Only 3,3 out of 10.000 employees benefited from a voluntary CPF top-up by their employer, with employees working in companies with at least 250 employees being "five times more likely to benefit than those employed by companies with fewer than ten employees," according to the study.

In addition to an over-representation of managers and intermediate professions among the beneficiaries of these voluntary grants, the Caisse des Dépôts also notes their high concentration in financial services.

Training courses purchased with the help of a voluntary employer grant are more often certified (at 57%) than those purchased by all holders of "My Training Account" (site or mobile application which serves as an interface for managing their CPF), excluding job seekers, who are only certified at 18%.

To enable employers to take greater advantage of the scheme, it is planned to "allow them to earmark co-financing for the certification they have agreed upon with their employees" and to "ensure that the chosen training has been completed and that, if this is not the case, they can be reimbursed," the deputy director of social policies at the Caisse des Dépôts, Axel Rahola, explained to the press.
