The Ministry for the Ecological Transition indicated to the press on Tuesday February 14 that it hoped for progress with the discussion Thursday in the Senate of a "third-party financing" mechanism intended to finance the energy renovation of public buildings of the State and communities, i.e. some 400 million m2.
"The objective is to move forward on the energy renovation of buildings with a dual objective, that of reducing our energy consumption and our greenhouse gas emissions," said Minister Christophe Béchu's entourage. , evoking an "investment wall" to come for communities.
The building sector represents 23% of greenhouse gas emissions, 30% of which come from public buildings (schools, universities, hospitals, administrations, sports and cultural facilities, etc.)
Concretely, the mechanism, if adopted, modifies the public procurement code to allow communities to "smooth the cost of renovation by having a third party pay for the work immediately".
The text, which provides for an experimentation of the tool for five years, has already been adopted by the National Assembly on January 19, and will be examined Thursday in the Senate to be operational "in the summer", according to the ministry.
