The final text adopted on August 4 includes several major provisions.
First of all, it maintains the tariff shield on energy and the terms of the fuel discount, but also all the measures proposed to reduce the costs of employees (reinforcement of the "transport bonus" and the "sustainable mobility" package , facilitation of recourse to taxation at real costs, etc.).
The text also acts on the principle of allocating an exceptional back-to-school bonus to all beneficiaries of the activity bonus, whether or not they are recipients of social minima or personal housing assistance.
This final text confirms the perpetuation proposed by the Senate to increase to 7.500 euros the ceiling applicable for the tax exemption of overtime.
The possibility offered to employees to convert all or part of the days or half-days of RTT not taken into a salary increase, with the agreement of the employer, is extended until December 31, 2025.
Employers are also encouraged by this text, for 2022 and 2023, to participate more, on a voluntary basis, in the management of transport subscriptions for their employees beyond 50% of their cost, by exempting the fraction up to 75%.
The limitation on December 31, 2024 of the allocation of a fraction of the VAT product for the financing of public broadcasting is retained.
The new text of the finance law also confirms the 40 million euros voted by the Senate for food aid associations.
In connection with current events, the text opens up appropriations, in accordance with the guidelines decided by the Senate, to allow the establishment of a biometric vital card system, to preserve and perpetuate the exceptional lavender production sectors, or to complete the financing of the columns of firefighters intervening in reinforcement of the departments affected for several weeks by forest fires.
Finally, the text retains several improvements proposed by the Senate to support local authorities.
