The president of Action Logement warns the State of a "social bomb" if nothing is done to revive construction

Co-directed by employers and unions, financed by a contribution from companies (PEEC), Action Logement manages more than a million social housing units and pilots aid for professional mobility.

"Inconsistent"

While the National Council for Refoundation (CNR) wanted by Emmanuel Macron has worked, in a Housing section, on proposals which are slow to be officially presented, several statements by the executive worry the world of housing.

After the head of state who castigated last week "a system of public overspending for collective inefficiency", on Tuesday, the Minister of Public Accounts Gabriel Attal warned that the housing sector would be particularly affected by the decline in public spending.

“Inadmissible”, replies Bruno Arcadipane. “It is especially inconsistent at a time when the sector as a whole needs strong impetus”.

"It demonstrates the lack of will, the lack of vision in terms of housing. It is more than worrying socially, but also economically."

"Immediate help"

To bring real estate professionals out of the crisis, whose activity suffers from high construction costs and difficulties in accessing credit, he is calling on the State for “immediate and extremely rapid aid”.

"Many say that we must move towards the energy renovation of housing, etc. (...) It is achievable. But in the medium and long term. It takes a lot of resources, on training, on support companies, and time, we don't have any. The crisis is there."

"I hope that the whole of the housing sector will be heard. If that was unfortunately not the case, it is a social bomb that I am announcing. When you can no longer house your own, it is serious In 2017, 1,7 million applicants for social housing, 2,4 million today! And we say that we are going to withdraw resources? But it is not possible."

"The State cannot be an obstacle to moving forward when solutions exist," he said, calling on him to sign the draft five-year agreement 2023-2027 with the organization as soon as possible.

This project includes the reduction to 1% of the home loan rate, against 1,5% today, in order to help first-time home buyers.

"This market no longer exists, it is blocked", justifies Bruno Arcadipane.

The text also sets a target of two million beneficiaries of the Visale rental guarantee, compared to one million today.

"It will help support employment and reindustrialization, everyone is calling for it," he says.

On the other hand, the president of Action Logement remains opposed to its extension to all tenants without conditions, promised by Emmanuel Macron during his last campaign.

"The social partners (...) created Visale with a spirit of differentiation between modest employees and young people vis-à-vis the others. And that's success, and that's where the product is strong , known and recognized by private landlords. Can you imagine the financial guarantee that would be needed tomorrow (...) to provide a universal guarantee?"

He also says he is ready to release an additional billion euros for the Action Coeur de ville revitalization program for medium-sized towns.

Martin for the Medef

Also a member of the Medef executive council, Bruno Arcadipane announces that he supports Patrick Martin in the race for the presidency of the employers' organization.

"Patrick, for five years, has been doing an exceptional job as Deputy Chairman of Medef. He is someone who has many values ​​that I share, a great business leader, and he is a lover of Medef in as such but also a fierce defender of joint management and an expert in technical issues such as the reindustrialization of France or even construction."

President since 2018 of Action Logement, Bruno Arcadipane intends to run for a third term at the head of the joint body in the fall.
