From employment to the purchasing power of the French, through the optimization of the heritage of public persons and the protection of the environment, this White Paper on the initiative of Joseph Pascual, President of the Superior Council of the Order expert surveyors (OGE), looks back at our way of inhabiting the territory at a time of the housing crisis and climate-related challenges. Each of the five proposals is accompanied by a description of the context and an analysis of the issues to which the measure intends to respond.
Five proposals to concretely improve the living environment of the French
Initially, the profession wishes to reform the access routes to the surveyor-expert sector to meet the recruitment needs faced by firms. The OGE proposes in particular to open up the profession to non-scientific profiles, for example more legal, and to support professionalizing courses in Validation of Acquired Experience (VAE).
In terms of the environment and regional planning, the White Paper comes back to the necessary reconciliation between the issues of land sobriety on the one hand and the production of housing to meet the aspirations of the French on the other. The OGE recommends a densification of the existing urban fabric and the development of a new supply of housing that fully integrates climate and sustainability issues.
The OGE also wishes to take up the question of the purchasing power of the French, particularly in terms of housing. The profession asks that all land deeds be systematically registered in the real estate file. This measure would simplify procedures and save time and money for consumers, while strengthening the security of real estate transactions.
Concerning the support of public persons in the management of their real estate assets, the OGE proposes to establish a procedure for delimiting the ownership of public persons, like the provisions of the decree on the protection of the public railway domain. This would be an additional legal security lever contributing at the same time to the optimization and enhancement of the assets of public persons.
Finally, the EMB calls for the creation of a status of organization with a mission, on the model of the companies with a mission of the PACTE law. This change would strengthen the profession's commitment to social, societal and environmental issues.
Expert surveyors, guarantors of a sustainable and inclusive living environment
With this White Paper, the OGE reminds once again that the profession places its expertise at the service of its institutional partners, elected officials and decision-makers, to respond to the legitimate concerns of the French people. Candidates for the presidential election also received the “Report on the future of individual housing” which the profession co-produced with other players in the living environment and presented to Emmanuelle Wargon last December.
