
This unifying project, which is now part of the PROFEEL program, is entering its second stage with the launch of the PERGOLA collaborative platform, now accessible. It is continuing its support for local and inter-territorial initiatives with the launch of a new call for innovative projects.
OMBREE: responding to the specific challenges of overseas territories thanks to local actors
Launched in 2020 by the State and financed by the CEE scheme, SHADOW (inter Overseas Program for Resilient and Energy-Efficient Buildings) aims to help reduce energy consumption in overseas buildings through actions to raise awareness, inform and train construction professionals with the support of local actors. The targeted territories are the Guadeloupe, Guyana, Martinique, Reunion and Mayotte.
Since 2020, the players in these territories have been carrying out field surveys (interviews, visits, etc.) in order to analyze the points of vigilance during all the construction phases, but also to provide advice and best practices on specific themes (air conditioning in tropical climate, revegetation and building in a tropical climate, etc.).
These field surveys have enabled the production of initial reports on specific themes in the form of “12 lessons to know”. These reports are available on the website of the PROFEEL program (of which the OMBREE project is now part since 2023) here: https://programmeprofeel.fr/ressources/construire-performant-en-outre-mer-telechargez-les-rapports-disponibles/, as well as on the new Pergola platform with other program resources.
In parallel, OMBREE launched in April 2020 a call for projects dedicated to construction and open only to overseas carriers in order to facilitate local but also inter-territorial initiatives. It gave access to the first inter-overseas project incubator: the OMBREE incubator. This has made it possible to structure and bring out ten promising projects which address the issue of improving the energy performance of buildings from different angles (comfort, equipment, construction method, etc.). At the end of their incubation, the 10 winners were able to benefit from a subsidy and support to make their projects a reality.
OMBREE, piloted by AQC, has integrated the PROFEEL program for the period 2022-2025, and is continuing its deployment. Synergies with other PROFEEL projects and tools are in progress, in particular with the RENOPTIM project, in a collaborative and cross dynamic between the actors and the territories.
The collaborative and innovative Pegola platform now available
Intended for construction professionals, the PERGOLA collaborative platform is now accessible free of charge on www.pergola-outremer.fr/ombree/ Unique in its kind, it pools resources and best practices on 9 themes, in order to improve construction projects in overseas territories. PERGOLA relies on the one hand on a network of overseas partners specializing in building (companies, associations, design offices, etc.) provide resources (guides, reports, digital tools, videos, etc.) aimed at improving local construction practices. They have the possibility of distributing this content on their own sites via a personalized version of the platform, which facilitates the sharing of information. It is also based on local experts who assess the relevance of resources before publication. Professionals can consult and download resources for free and access a collaborative directory.
Today more than 370 resources are already available, 12 partners and 11 experts spread over the 6 territories (including New Caledonia) have joined the platform and PERGOLA is calling on new professionals to join the community to bring the platform to life. Eventually, a mobile application will also be offered.

OMBREE launches a new call for overseas projects
The OMBREE project wishes to support the players in the field who are best able to imagine suitable solutions, and is thus launching a new call for projects. The proposed projects (information, awareness and training in the energy efficiency of buildings in hot climates) must be carried out by overseas structures - design offices, associations, chambers of trade, etc., favoring bridges if possible. between different territories.
Holders can apply until April 2, 2023. The selected projects will once again benefit from support on the technical, administrative and financial aspects within the OMBREE incubator. The incubation period (from two to five months) will allow project leaders to consolidate their projects before submitting them to a jury which will validate the amount of financial support. The implementation and monitoring of the projects will extend from October 2023 to September 2025.
