The National Assembly definitively rejects the provision redefining the scope of reduced rate VAT

The strong mobilization of CAPEB at the origin of the deletion of the contested article

Everything was decided from the Finance Committee stage to the National Assembly thanks to the mobilization of the CAPEB network: the only professional organization to have proposed an amendment to remove the contested measure.

Recall of facts:

In the Senate, the Senators had adopted an amendment redefining the scope of the reduced rate VAT (that of the ECO-PTZ) due to the abolition of the CITE on January 1, 2021. The amendment inspired by the government was presented without no consultation with professional organizations.

The CAPEB then proposed to the deputies an amendment deleting the provision adopted in the Senate, because not only did it restrict the scope of the reduced rate but, in addition, it made uncertain a possible eco-conditionality of this 5,5% VAT, which would obviously have been unacceptable for CAPEB. In addition, the CAPEB demanded that a consultation be opened between the professional organizations and the services of the Minister Mrs. Wargon before a possible redefinition of the contours of the VAT.

The CAPEB and its Network therefore mobilized strongly to convince the deputies to delete this senatorial amendment. Thus, more than 130 deputies co-signed the amendment proposed by CAPEB recalling the need to remove this critical provision for the sector.

At the National Assembly, in public session, on December 15, the General Rapporteur, in accordance with the vote of the Finance Committee, therefore had an amendment adopted definitively deleting the article contested by the CAPEB.
