Replacement of the Heating boost for tertiary buildings by the Heating boost for collective residential and tertiary buildings

A decree, published on August 3, 2022**, replaced the Heating boost for tertiary buildings with the Heating boost for residential and tertiary buildings. This new decree now transfers the connection of collective residential buildings to the heating networks of the Heating Booster to the new Heating Booster of collective residential and tertiary buildings. The Heating Boost now only includes the connection of individual houses to heating networks.

These new provisions will enter into force for all operations undertaken on September 1, 2022.

Hellio is a signatory of the Coup de Pouce Heating commitment charter for residential and collective tertiary buildings.

Example: When connecting a commercial building to a heating network, two technical criteria must be met:

• The building was never connected to a heat network before the operation was carried out,
• The heating network is supplied mainly by renewable or recuperated energies.

In this case, the amount of the CEE premium for a 100m2 building is €49.500.

New modifications concerning the controls decree

The decree of July 20, 2022***, published on August 4, modifies the decree of September 28, 2021 relating to controls within the framework of the CEE**** system. Two standardized operation sheets have thus been modified:

• BAR-TH-104 - air/water or water/water type heat pump: modification of the list of points to be checked with regard to the sizing of the heat pump.
• BAR-TH-159 - individual hybrid heat pump: modification of the list of points to be checked with regard to the sizing of the heat pump, the rate of coverage, by the heat pump excluding the back-up device, of the heat needs for heating the dwelling and verification of the regulation mode.

Another modification is made to the BAR-TH-159 - individual hybrid heat pump: the rate of coverage of the heat pump to cover the heating needs of the dwelling (excluding auxiliary device) must be at least 70%. This coverage rate is calculated for the mode of regulation chosen by the professional carrying out the operation. The sizing note includes the calculation of this rate.

These new changes will come into effect from November 1, 2022 for all new operations undertaken.

Creation, repeal and revision of certain standardized operation sheets within the framework of the 46th order

As part of the 46th decree, the decree of July 25, 2022***** creates, repeals and revises certain standardized operation sheets.

The BAR-TH-169 - collective heat pump of the air/water or water/water type for domestic hot water is created and comes to set up a centralized system consisting of one or more heat pumps associated with one or more storage tanks and nominal thermal power less than or equal to 400 kW for the production of collective domestic hot water. The date of entry into force of this new sheet is scheduled for August 5, 2022.

The BAR-TH-112 - independent wood-fired appliance and the BAT-TH-116 - technical building management system for heating and domestic hot water are subject to revision:

• BAR-TH-112 - independent wood-fired appliance: modification of the date of repeal of the sheet (October 1, 2027), modification of the paragraphs concerning the RGE craftsman and modification of the conditions of the appliance to be installed.
• BAT-TH-116 - technical building management system for heating and domestic hot water: addition of the following specifications to the “name and modification in the delivery conditions” part.

These revisions will take effect on October 1, 2022.

As of September 1, 2022, three standardized operation sheets are repealed:

• The BAR-EQ-102 - class A++ or A+++ household washing machine
• The BAR-EQ-103 - class A++ or A+++ household refrigeration appliance
• The IND-UT-123 - premium class IE3 motor
