The socialist Iñaki Echaniz, elected from the Pyrénées-Atlantiques, wanted to bring this text to the hemicycle with the Renaissance deputy from Finistère Annaïg Le Meur the week of June 12, in order to seize the "central subject" of "real estate speculation and of the housing crisis in tense areas".
Tuesday morning, he first denounced the pure and simple postponement of the bill, a "new setback", pointing the finger at the "Airbnb lobby". In the evening, he then spoke of "dissensions in the majority", making the examination of the text in mid-June uncertain.
"The majority will bear the responsibility for a postponement," he warns. The socialist criticizes in passing the "jealousy" of the MoDem, who would not like to let an "opposition deputy" seize the subject, according to him.
"There is no jealousy," replies a parliamentary source within the MoDem. But this centrist party allied with Emmanuel Macron "has been working on housing for a long time. We are calling for a government bill embracing all subjects, rather than this small, cut-up and ineffective bill".
On the Renaissance side, Annaïg Le Meur underlines that the agenda "is not yet fixed. The decision will be taken at the conference of presidents (which brings together the main leaders of the Assembly) on May 23". “We continue to push the subject of housing”, assures the Macronist deputy.
On the left, the ecologist Julien Bayou is alarmed that the bill is "in the hot seat". "It's a shame", when "there was a clear majority to move forward and frame. The government and its majority must not give in to Airbnb's lobbying. It would be a perfectly intolerable admission of their refusal to act" , he warns.
On behalf of collectives who oppose Airbnb, Franck Rolland, spokesperson for "Saint-Malo I live there I stay", denounces the possible postponement which would not be "acceptable in view of the issues of lack of housing or poor housing for many French people".
The bill intends to strengthen the competence of small municipalities in tense areas, by making tourist rental conditional on prior authorisation, particularly in the event of a change of use of premises or accommodation.
It also aims to tighten the scale of tax relief granted in the event of the rental of furnished tourist accommodation, taking into account certain specific cases such as mountain resorts.
Finally, this text wants to condition tourist rental to the realization of an energy performance diagnosis, on the model of long-term rentals, except derogation granted by the municipal council. “It is a question of preventing a flight of energy-intensive accommodation towards the tourist market”, according to Mr. Echaniz.
