The COVID-19 health crisis and its economic consequences have highlighted the importance of supply chains. Conversely, local disputes remain regarding the installation of certain new logistics sites, especially those of larger size when they lead to artificialization of the soil.
In this context, the Government commissioned Anne-Marie Idrac, President of France Logistique, and Gilles de Margerie, Commissioner General of France Stratégie, to conduct consultations with logistics players and bring out the conditions for the development of a sector. more responsible logistics real estate. This consultation process, carried out in partnership with AFILOG, resulted in a commitment charter signed jointly by the Government and around thirty players in logistics real estate.
With this charter, the signatory companies undertake to implement ambitious, precise and quantifiable actions in order to offer environmentally efficient warehouses, economically relevant and able to meet the needs of the territories in terms of logistics real estate. At the same time, the State supports their efforts by facilitating the reception and proper integration of these warehouses in the territories.
This charter provides in particular that players in logistics real estate:
- cover 50% of their roof area with photovoltaic panels in order to contribute to the development objectives of renewable energies while limiting their impact on the artificialization of soils;
- favor the installation of warehouses on existing wastelands rather than on non-artificial land in order to contribute to the fight against the artificialization of soils;
- infiltrate 100% of rainwater, as close as possible to their place of fall, in order to limit the saturation of the rainwater networks and to avoid runoff which can aggravate the floods;
- plant country hedges composed of trees and shrubs on a linear distance at least equivalent to 50% of the property line and the majority of which are composed of species favorable to pollinators. This commitment is part of the pollinator protection plan proposed by the Government;
- submit prior to administrative authorization, for larger warehouses (greater than 20 m²), an ecological study of the site carried out by an ecologist. They also undertake to implement the recommendations throughout the life of the project.
For its part, the State undertakes to:
- support logistics real estate players in meeting their commitments, in particular during the examination of the application for environmental authorization;
- provide everyone with an inventory of wasteland, and to highlight the sites likely to host logistics activities among the “turnkey” sites and those benefiting from the abandoned fund of the France Relance plan;
- clarify the law applicable to project leaders, in particular with regard to the simplifications provided by the law on the acceleration and simplification of public action (ASAP) and in response to questions raised by logistics professionals;
- initiate regional logistics conferences by the end of 2021 to better meet the needs of regions in logistics real estate while reconciling environmental and economic issues.
This charter of commitments is consistent with the Government's strategy in terms of logistics competitiveness implemented within the framework of the Interministerial Logistics Committee (CILOG). The implementation of this charter will be part of an evaluation process entrusted to France Logistic and a restitution will be carried out within the framework of CILOG.
