The Government reaffirms its commitment to the policy of accommodation and access to housing for homeless or poorly housed people

The Government's strategy in the fight against homelessness is based on two ambitions: on the one hand on the implementation of the Housing First plan, that is to say, prioritizing homeless people towards lasting housing and on the other hand shelter in the emergency accommodation park to respond to the most difficult and distressing situations in an unconditional manner.

Six large cities and the federation of solidarity actors (FAS) have challenged the Government on this subject. Patrice Vergriete, Minister for Housing, would like to point out that in 2024, more than 2,9 billion euros will be devoted to this public policy. The +3% increase in appropriations compared to the 2023 finance law will notably allow the general emergency accommodation stock to be maintained at a historically high level of 203.000 places on an annual average. The accommodation and access to housing policy for homeless or poorly housed people aims to improve access to and retention in housing, and the fluidity of accommodation arrangements towards housing for vulnerable people.

Since 2017, the emergency accommodation supply has increased by more than 75%, from 120.000 places to more than 200.000 places. The resources allocated to social monitoring have also been significantly increased and will be further increased in 2024 in order to meet people through patrols and day receptions and to ensure in-depth assessments. This response constitutes a particularly proactive policy compared to other European countries.

Despite the unprecedented strengthening of public resources, demand remains strong in many areas, accommodation systems are overcrowded, which hampers the rotation capacities necessary to care for certain particularly vulnerable people, a large number of whom cannot access housing. .

The main lever for exiting emergency accommodation remains the possibility for families residing there to access housing, this is the government's objective. As such, the Housing First 2018-2022 plan provided access to housing for more than 440.000 housed people. Building on these convincing results, this plan was renewed this year with the ambition of continuing access to housing for the most disadvantaged. To this end, partnerships with local authorities have been strengthened. The territories of accelerated implementation of housing first have made it possible to improve access to housing for vulnerable groups. The support of communities, competent in matters of land and town planning, is essential for the State to identify and implement lasting solutions to accommodate accommodation and supported housing operations that meet the needs of people.
