An overhaul of the DPE based on a new calculation method came into force on July 1, 2022 for housing for rent or sale, as part of the fight against "energy sieves".
The most energy-intensive dwellings (consuming more than 450 kilowatt hours per square meter per year) have been banned from rental since January 2023, those classified G will be in 2025, F in 2028 and E in 2034.
It is important "to strengthen the skills and standardize the practices of the diagnosticians (...) to harmonize the essential stages of the certification cycle of a real estate diagnostician, from the initial training and the examinations, through the controls and the implementation of sanctions, and until the renewal of certification," the ministry said in a statement.
However, "a certain heterogeneity in the quality of implementation of the DPE has been observed. In this context, the ministry set up in the summer of 2022 a roadmap aimed at improving the quality of implementation of the DPE “, he assures.
To achieve the climate objectives set by France, the entire French building stock must be transformed into "low consumption buildings" by 2050, roughly the equivalent of categories A and B, which today represent today 2 and 3% of the park respectively.
