It is estimated that 6-7 GW of solar projects and 5-6 GW of wind projects are currently at risk.
These projects are essential to strengthen our energy independence as quickly as possible and to accelerate our production of carbon-free electricity. Renewable sectors make a decisive contribution to achieving our targets for reducing greenhouse gas emissions with a view to carbon neutrality by 2050, as well as to protecting our security of supply for the coming winters:
- They provide nearly 20% of our electricity needs in 2022 from resources available in France, contributing to our energy independence
- Their production costs are now competitive and do not depend on the market price of fossil fuels
At the request of the President of the Republic and the Prime Minister, Agnès Pannier-Runacher, Minister for Energy Transition, announces regulatory measures to respond to the urgency of the situation. These measures consist of:
- Authorize renewable electricity production projects under the additional remuneration scheme to sell their electricity on the markets for 18 months before their contracts take effect
- Take into account the rising cost of materials for all future projects for the production of renewable electrical energy as well as the production of biomethane
- Freeze the reduction in tariffs for photovoltaic projects on buildings for the year 2022
- Allow all renewable projects that have already won tenders to increase their power by up to +40% before their completion
- Extend the commissioning time for biomethane production facilities that have obtained their environmental authorization
At the same time, the Minister will launch a new photovoltaic call for tenders in Overseas France, in Corsica, and in the Ponant Islands (non-interconnected areas). It will also implement a new tariff window for photovoltaic installations on the ground of less than 1 MW, located on degraded land, urbanized or to be urbanized, as well as for "solar trackers".
These emergency measures are intended to produce effects in the next few months. They are complementary to the emergency law currently being prepared to take a step forward in the deployment of renewable energies, in accordance with the announcements of the President of the Republic during the Belfort speech and reaffirmed on July 14, 2022.
